Yes. The employer is obligated to prevent an employee from working independently (Articles 214 and 212 of the Labor Code of the Russian Federation) if:
– the employee has not completed training;
– has not completed instruction;
– has not passed the knowledge test;
– has not passed the medical examination (if required).
