Paragraph 8 of the Rules of fire protection in the Russian Federation (Government Decree No 1479 dated 09.16.2020)

It is prohibited to use basements and basement floors for organizing children‘s leisure activities (children‘s educational centers, entertainment centers, halls for celebrations and celebrations, sports events), unless this is provided for in the design documentation.
