Employment of minors

Amendments have been made to Article 268 of the Labor Code of the Russian Federation, adopted by Federal Law No. 63-FZ dated 04/07/2025, allowing employers to recruit minors from the age of 14 on weekends and non-working holidays during the summer holidays. The relevant changes will take effect on September 1, 2025.
Now, the employer has the right to involve an employee between the ages of fourteen and eighteen to work on weekends and non-working holidays, performed during the summer holidays at the direction of the employment service or as part of student groups included in the federal or regional register of youth and children’s associations that enjoy state support, in the following cases:
- if the employee has reached the age of fifteen, with the written consent of the employee;
- if the employee has not reached the age of fifteen, with the written consent of the employee and one of his parents (trustee);
- in respect of a minor specified in part four of Article 63 of the Labor Code of the Russian Federation, with the written consent of the employee and the guardianship authority or other legal representative of the minor.
These innovations do not eliminate other restrictions on the work of teenagers.
The relevant changes will take effect on September 1, 2025.
