New fire safety training regulations from september 1, 2025: what will change

Starting from September 1, 2025, the new fire safety training procedure will take effect under Order No. 1120 of the Ministry of Emergency Situations of Russia, dated December 16, 2024. This order will replace the previous Order No. 806 from November 18, 2021. The updated regulation defines the procedures, types, and timelines for fire safety training, as well as requirements for the content of fire instruction programs and additional professional fire safety training. Compared to the previous regulation, the scope and structure have been expanded and clarified.

Who Is Affected by the New Regulation

The new order applies not only to employees of organizations, but also to individuals, including sole proprietors, who own, use, or manage property. Previously, the training requirements applied only to legal entities; now they are extended to private property holders as well.

Key Changes Introduced

  1. Program Approval and Coordination

The regulation introduces a separate procedure for the approval and coordination of fire instruction programs, ensuring a standardized approach nationwide. This formalizes documentation that was previously handled inconsistently.

  1. Expanded Training Obligations

The new rules mandate fire safety training for:

  • Contractor personnel working at the site;
  • Seconded and assigned staff;
  • Individuals undergoing practical training or internships;
  • Security personnel or others involved in protecting buildings and property.

In addition, specific requirements are outlined for training remote and home-based employees, including the types of instructions they must receive.

  1. Electronic and Remote Training

The order officially permits remote learning formats, use of electronic signatures, and digital documentation, including electronic training logs.

  1. Independent Training for Instructors

Persons responsible for conducting fire safety instruction may now complete the program independently. The completion is documented in the fire safety instruction logbook.

  1. Updates to Introductory Instruction Requirements

The list of those who must undergo introductory fire instruction has been expanded to include individuals undergoing internships or practical work experience at the facility.

  1. Stricter Knowledge Control

The regulation introduces a strict rule: individuals who fail the knowledge assessment after completing instruction may not be allowed to perform work or service duties at protected sites until they successfully pass.
