Employers want to be fined for concealing accidents at work

Draft Law No. 914755-8 proposes amendments to art.5.27.1 of the Administrative Code of the Russian Federation. So, it is proposed to introduce fines for:

concealment, intentional distortion, or untimely communication by an employer or his authorized person of complete and reliable information about an accident to a territorial body of the federal executive governmental body authorized to exercise federal state control (supervision) over compliance with labor legislation and other regulatory legal acts containing labor law norms, to the executive body of the insurer for compulsory social insurance against industrial accidents and occupational diseases, if the provision of such information is required in accordance with federal laws, which will entail

imposition of an administrative fine:

» for individuals in the amount of 1,000 to 3,000 rubles;

» for officials in the amount of 20,000 to 30,000 rubles;

» for persons engaged in business activities without forming a legal entity – from 20,000 to 30,000 rubles;

» for legal entities – from 130,000 to 150,000 rubles.

The explanatory note to the draft states that these changes are caused by the actions of unscrupulous employers who expect to evade responsibility by hiding accidents at work.

If the draft is accepted, it will enter into force on September 1, 2025.
