On March 1, 2025, new requirements for the placement, storage and use of first aid kits came into force. The changes were established by Order No. 398n of the Ministry of Labor and Social Protection of the Russian Federation dated August 9, 2024 and are mandatory for all organizations.
Basic requirements:
Placement – first-aid kits should be located in easily accessible places marked with special signs. Their location must be taken into account when developing occupational safety instructions and evacuation plans.
Storage – first aid supplies should be kept in closed containers, protected from moisture, dust and mechanical damage. The temperature regime of storage must comply with the conditions specified in the instructions for medicines.
First–aid kit composition – the first-aid kit must be equipped in accordance with the requirements for the complete set of first-aid kits approved by Order of the Ministry of Health of the Russian Federation dated May 24, 2024 No. 262n “On Approval of the requirements for the complete set of first-aid kits for first-aid workers using medical devices” (registered by the Ministry of Justice of the Russian Federation on May 31, 2024, registration No. 78396).
How to use it – employers are required to instruct employees on how to use the first-aid kit. The verification of its complete set and expiration dates of drugs should be carried out regularly, with the preparation of appropriate documentation.
Compliance with the new standards will be monitored during inspections, and administrative liability is provided for violations of the requirements.
