Why do I need to learn how to use PPE?

The use of PPE is a mandatory measure provided for by the legislation of the Russian Federation to prevent the effects of dangerous and harmful factors on workers. According to the Labor Code of the Russian Federation (article 214), employers are required to provide employees with protective equipment and provide training in their proper use.
If this requirement is not met, employers may be subject to penalties, and employees may suffer from occupational diseases or injuries. Training in the use of PPE is aimed at preventing such consequences.

- The Order of the Ministry of Labor of the Russian Federation dated October 29, 2021 No. 766n “On approval of the Rules for providing employees with personal protective equipment and flushing agents” clarifies the requirements for providing employees with PPE and the rules for their use. Employee training should include both a theoretical and a practical part, where the employee learns how to use various types of PPE.
Stages of learning how to use PPE
- Determining the need for PPE. In accordance with the Labor Code of the Russian Federation (art. 214), the employer is obliged to determine which PPE is necessary to protect employees depending on the hazards at work. The process of selecting and issuing PPE should be based on the results of a special assessment of working conditions.
- Preparation and conduct of training. According to Resolution No. 2464, the training of labor protection workers should include briefings and trainings on the use of PPE. The employer is obliged to organize training and verification of employees’ knowledge on the use of personal protective equipment.
- The practical part of the training. According to the Order of the Russian Ministry of Labor No. 766n, the training should include a practical part in which employees are trained on the proper use of protective equipment. This is necessary to ensure their safety and protection from possible harmful effects.
- Periodic knowledge checks. In accordance with Resolution No. 2464, employers are required to periodically check employees’ knowledge of labor protection and the use of PPE. This ensures that employees know how to properly apply PPE in all situations and keep their knowledge up to date.
The role of the employer in teaching the use of PPE
The employer is fully responsible for providing employees with the necessary protective equipment and training. In accordance with the Labor Code of the Russian Federation (art. 22), the employer’s duty is to organize safe working conditions, which includes providing PPE and training in their proper use.
If the employer does not fulfill these obligations, he may incur administrative liability in the form of fines and other sanctions. In addition, lack of training can lead to injuries and occupational diseases of employees, which will also negatively affect the company’s reputation.
